About the Centre

IIT(ISM) EIACP (PC-RP) Centre (erstwhile ENVIS Centre), was established in the year 1991 by the Ministry of Environment, Forests & Climate Change, Government of India at Department of Environmental Science & Engineering, IIT (Indian School of Mines) Dhanbad. MoC was signed between the PRESIDENT OF INDIA acting through the Secretary in the Ministry of Environment, Forest & Climate Change, GOI, acting further through the Economic Division of the Ministry (MoEF&CC) and the Programme Centre at Dept. of ESE, IIT(ISM) Dhanbad under EIACP Programme on October 11, 2022 and hence the ENVIS (Environmental Information System) has been renamed as EIACP (Environmental Information, Awareness, Capacity Building and Livelihood Programme).

 

Being situated in the City of Dhanbad, also known as the Coal Capital of India, gives the centre an upper hand in working on its thematic area on Environmental Problems on Mining. The Website for the Centre was launched in the year 2001 and since then various data pertaining to the Centres subject area are stored online and are digitally accessible for general public. The Center publishes monthly e-newsletters & quarterly newsletters in the name of MINEIACP (erstwhile MINENVIS), monographs, poster, report etc. and organizes various awareness programmes, sensitization activities and celebrates Important Days like World Environment Day, Ozone Day, Earth Day etc. by organizing various events and competitions. The Centre also conducts training programmes under the Green Skill Development Programme Scheme and has been imparting training on Pollution Monitors: Air & water and Waste Management, since 2018.

 

Objectives of the Centre

  • The subject area of the Center is “Environmental Problems of Mining”.
  • The Centre focuses on Collection, Collation, Storage, Retrieval and Dissemination of environmental information related to its subject area and on providing that information to decision makers, policy planners, scientists and engineers, research workers, students etc. all over the country through its website (www.ismenvis.nic.in).
  • The Centre publishes Quarterly Newsletters, monthly e-Newsletters and Monographs. The Centre celebrates world important days organizes various events, competitions, etc. on these occasions and helps in spreading awareness among the masses catering and sensitizing the common people on key environmental issues.
  • The Centre has been actively taking part in conducting mass awareness campaign under Mission LiFE: Lifestyle for Environment Program.
  • The Centre also conducts Green Skill Development Programme (GSDP) Certificate Courses on key environmental subject areas like: Air & Water Pollution, Soil Pollution, Emission Inventory and Waste Management courses, an initiative to skill youth in environment, forest and wildlife sectors and enabling them to be gainfully employed or self-employed.

About the EIACP (New Existing Scheme)

Environmental Information Awareness Capacity Building and Livelihood Programme (EIACP), formerly known as Environmental Information System (ENVIS) and is a component of Environment Education, Awareness, Research and Skill development’ (EEARSD) scheme which is a revamped version of the Central sector Umbrella scheme ‘Decision Support system for Environmental Awareness Policy Planning and Outcome evaluation’ which was continuing till last year, i.e. 2021.

 

The Memorandum of Cooperation (MoC) was signed between the PRESIDENT OF INDIA acting through the Secretary in the MoEF&CC, GOI, acting further through the Economic Division of the Ministry (MoEF&CC) and the Programme Centre at Dept. of ESE, IIT(ISM) Dhanbad under EIACP Programme on October 11th, 2022.

 

 

About the ENVIS (Old Scheme)

Realizing the importance of Environmental Information, the Government of India, in December, 1982, established an Environmental Information System (ENVIS) as a plan programme. The focus of ENVIS since inception has been on providing environmental information to decision makers, policy planners, scientists and engineers, research workers, etc. all over the country.

Since environment is a broad-ranging, multi-disciplinary subject, a comprehensive information system on environment would necessarlly involve effective participation of concerned institutions/ organisations in the country that are actively engaged in work relating to different subject areas of environment. ENVIS has, therefore, developed itself with a network of such participating institutions/organisations for the programme to be meaningful. A large number of nodes, known as ENVIS Centres, have been established in the network to cover the broad subject areas of environment with a Focal Point in the Ministry of Environment & Forests.

Both the Focal Point as well as the ENVIS Centres have been assigned various responsibilities to achieve the Long-term & Short-term objectives. For this purpose, various services has been introduced by the Focal Point.

ENVIS due to its comprehensive network has been designed as the National Focal Point (NFP) for INFOTERRA, a global environmental information network of the United Nations Environment Programme (UNEP). In order to strengthen the information activities of the NFP, ENVIS was designated as the Regional Service Centre (RSC) of INFOTERRA of UNEP in 1985 for the South Asia Sub-Region countries.
